Member of Parliament for South East St. Ann, Dr. Kenneth Russell, is calling on Minister of Labour and Social Security, Pearnel Charles Jr., to clarify comments he made at the Jamaica Labour Party’s Area Council Three meeting at Ferncourt High School on September 20 regarding the party’s councillor candidate for the Claremont Division.

During the meeting, Minister Charles, in referring to the JLP activist, stated that his office “welcomes her request” and that he looked forward to “coming and sitting down with us for us to discuss how we can help constituents here in this division so that they can be better by her leadership.”

Dr. Russell said the comments warrant clarification, particularly given that the individual referenced is a political candidate and does not currently hold elected office in the Claremont Division or the constituency. “The Minister’s comments raise a legitimate question about the nature of the engagement being contemplated and the capacity in which this individual is being invited to engage with the Ministry on matters concerning constituents,” Dr. Russell said.

He noted that elected Members of Parliament and councillors have a direct responsibility to represent the people who elected them and should be able to engage with Ministers on matters affecting their constituents. “I have sought to engage Minister Charles on matters affecting people in South East St. Ann whom I was elected to represent. Those efforts have not resulted in an invitation to sit with the Minister to discuss these matters. I am also aware of other elected representatives who have experienced similar difficulties in securing engagement on issues affecting their constituents,” Dr. Russell said.

He added: “Against that background, it is reasonable to ask what the Minister intended when he publicly welcomed the request of an unelected political candidate and indicated that he was prepared to meet with her to discuss how his Ministry could assist constituents.”

Dr. Russell stressed that his concern is not with any individual seeking assistance for constituents, but with ensuring that access to public institutions is guided by clear and consistent principles. “The Ministry of Labour and Social Security is a public institution, and its programmes and resources are intended to serve Jamaicans without regard to political affiliation. Engagement with Ministers and access to government programmes should therefore be transparent, fair and based on the needs of citizens.”

Dr. Russell also referenced concerns previously raised publicly about the operations of the Ministry and said that these make transparency and clarity in the Minister’s interactions with political actors even more important. “I am not making an allegation about the Minister’s intentions. I am asking for clarity because public confidence is important. When a Minister speaks publicly about working with a political candidate to assist constituents, the public deserves to understand the nature of that engagement and the basis on which such assistance would be provided,” he said.

Dr. Russell is therefore calling on Minister Charles to clarify the nature of the proposed engagement, the assistance contemplated and whether similar opportunities for engagement are available to elected representatives seeking to address the needs of their constituents. “Every Jamaican should be confident that government ministries are accessible to all and that public resources are administered fairly and transparently. That is the standard to which all public officials must be held.”
