Following a 1.4 per cent electricity rate increase granted to the Jamaica Public Service Company (JPS) by the Office of Utilities Regulation (OUR) earlier this month, Energy Minister, Daryl Vaz on Tuesday (September 28) broke his silence on the new rates.

Speaking in parliament on Tuesday (September 28), Vaz, while expressing concern at the timing of the rate increase, informed his colleagues that for all intents and purposes, his hands on the OUR’s decision were tied.

Noting that though the increase is marginal, Vaz stated he was well aware of the crushing blow the COVID-19 pandemic had dealt to the economy and the many Jamaicans experiencing financial hardships and as such, shared similar concerns as his colleagues on the matter.

Notwithstanding his concerns, however, Vaz indicated that the OUR is an independent entity and given the limits placed on him as a minister, he is unable to get as involved in the matter as people may believe.

“I wish to inform the Parliament and the Jamaican people that the OUR’s decision may be subject to review by the OUR and by way of judicial review in courts,” said Vaz.

He made the point, however, that changes could be made to the Electricity Act, which is now being reviewed by a joint select committee of Parliament, which allows for an opportunity to address issues such as these from a regulatory and legislative perspective.

It was not made immediately clear by the minister what changes could be made.
