Minister with responsibility for Works, Robert Nesta Morgan, has moved to assure employees of the National Works Agency that concerns raised by the Jamaica Civil Service Association regarding staff welfare, compensation, and restructuring are being treated with urgency.

The Minister said the government has taken note of the public release issued by the JCSA outlining concerns affecting approximately 78 employees of the Agency, including matters related to staff restructuring and reclassification, salary anomalies, non-payment of eligible allowances, vacation leave entitlement, and job security arising from proposed institutional changes.

Minister Morgan said that, following the release, he engaged the Minister of Finance and the Public Service with a view to having the matters reviewed and advanced through the appropriate public sector channels.

“The workers of the National Works Agency are essential to the delivery of Jamaica’s road infrastructure programme. Their concerns must be treated seriously, respectfully, and with urgency. I have engaged the Minister of Finance and the Public Service, and I expect that the relevant processes will be pursued toward a fair and timely resolution,” Minister Morgan said.

The Minister further stated that he has directed the Chief Executive Officer of the NWA to immediately engage staff and their representatives, including the JCSA, to provide clarity on the steps being taken to address the outstanding concerns.

“Workers must not be left in uncertainty. They deserve clear communication, meaningful engagement, and a transparent understanding of the process being followed. I have therefore directed the head of the NWA to ensure immediate engagement with staff and their representatives,” Minister Morgan said.

Minister Morgan added that while wage, benefits, restructuring, and reclassification matters involve established public sector procedures, he will continue to monitor the situation closely.

“The objective must be resolution. The Government values the contribution of NWA staff and remains committed to constructive dialogue, fairness, and stability within the Agency,” he said.
