Minister with responsibility for information, Robert Nesta Morgan said that he has not been presented with a code of conduct document nor have any consultations been made for him to sign the document.

Morgan was responding to a question posed at a post Cabinet press briefing today (April 19) asking whether Government officials had signed the document from the Integrity Commission requiring them to commit themselves to seven principles of public life. These include selflessness, integrity, objectivity, accountability, openness, honesty and leadership.

“I have not been presented with a code of conduct to sign, no code of conduct has been presented to me to sign, no consultations have been had with me as a duly elected member of parliament on a code of conduct. So I am pretty much unable to comment on a code of conduct that I have never seen or had any discussions with anyone about,” said Morgan.

Document signed by Opposition

In November of last year the Commission had issued a release that stated it formally wrote to the
country’s Prime Minister Andrew Holness and Opposition leader Mark Golding on November 15, asking them to officially subscribe to a Code of Conduct Leadership Commitment.

Additionally, the Commission asked for the Prime Minister and Opposition leader to encourage the Cabinet and Shadow Cabinet to sign the document. However, despite these reports from the Commission Morgan said he has not been presented with a code of conduct document to sign.

Golding noted that he and some members of the Shadow Cabinet have already signed the code of conduct and other members are in the process of signing the document.
