Regency Petroleum Limited (RPL) officially launched QPR Pothole Filler in Jamaica on Wednesday, February 25, introducing a cold-mix paving technology that the company says could fundamentally transform how the country repairs and maintains its road network.

The launch event, held at The Jamaica Pegasus Hotel and attended by government ministers, road maintenance contractors, developers, and hardware industry leaders, marked the beginning of what RPL CEO Andrew Williams described as “a new chapter for Jamaica’s infrastructure future.”

QPR—which stands for Quality Pavement Repair—is a ready-to-use asphalt repair product developed by D&O Technologies LLC in the United States and already in use across North America, including all 1,762 Lowe’s stores.

Unlike conventional hot-mix asphalt that requires specialised equipment and favourable weather conditions, QPR can be applied in wet or dry conditions, at almost any temperature, requires no heating, and allows roads to be reopened to traffic immediately after compaction. The product is backed by a lifetime guarantee, positioning it as a permanent solution to a problem that has long plagued Jamaican roads.

Williams said the company had spent years searching for a technology that could address Jamaica’s infrastructure challenges in a meaningful, lasting way. “Every Jamaican knows the frustration of a road repaired this year and riddled with potholes the next,” he told the audience. “QPR changes that equation entirely.”

The launch drew a significant government endorsement. Robert Nesta Morgan, MP, Minister without Portfolio in the Ministry of Economic Growth and Infrastructure Development, attended the event and announced that he has directed the National Works Agency (NWA) to engage with RPL and conduct a full assessment to determine how QPR can be incorporated into the government’s suite of road maintenance tools.
