KSAMC implements sterile area Signage Policy come October 1

Beginning October 1, the Kingston and St. Andrew Municipal Corporation (KSAMC) will designate select high-traffic public spaces as ‘Sterile Areas.’

Kingston’s Mayor,  Andrew Swaby, who made the announcement, says this is being done to discourage the placement of unauthorised signs and promotional materials that pose public safety concerns. The decision follows concerns about the proliferation of party signs in public spaces, resulting in the excessive accumulation of these and other promotional materials in areas intended to remain free of such signage.

Speaking during the KSAMC’s recent monthly meeting, Councillor Swaby highlighted that excessive signage, along with improperly positioned signs at locations such as Matilda’s Corner, the intersection of West Kings House Road and Constant Spring Road, and other areas, can impede motorists’ visibility, obstruct sidewalks, and create challenges for persons with disabilities navigating public spaces.

Addressing growing proliferation of signs on the street side

According to him, we must address the growing proliferation of signs along our roads, at intersections and other areas where they should not be placed,” citing that the law provides for the designation of Sterile Areas, or no-sign zones, where the placement of signs and other promotional materials is restricted.

“Whether it’s a party sign, [or signs for] commercial activities, or other form of signage, once an area has been designated as sterile, the designation must be respected,” Mayor Swaby declared, adding that the KSAMC will be strengthening the management of these areas and erecting Sterile Area signs, clearly identifying designated locations and to remind the public [of the areas where] signs should not be placed.

Meanwhile, Councillor Swaby observed that event promoters have frequently failed to comply with the requirement to remove party signs within two days after an event has ended. He said, “The KSAMC is, therefore, considering additional measures to improve compliance and ensure that signs are removed promptly and do not remain along roadways and in public spaces long after events have concluded.”

The Mayor advised that the municipal authority will continue these efforts through public sensitisation, the clear identification of Sterile Areas, and enforcement measures, while encouraging a culture of compliance and respect for the law, even in the absence of enforcement officers. 

“Maintaining clear and orderly public spaces cannot be the responsibility of the KSAMC alone. Businesses, organisations, political representatives and members of the public have a responsibility to respect the law and our shared public spaces,” Councillor Swaby underscored.
