
UEFA and Concacaf have called on FIFA President Gianni Infantino to provide at least $10 million to each of FIFA’s 211 member associations from its cash reserves.
The proposal would cost approximately $2.11 billion and would be separate from regular funding provided during the 2027-30 cycle. UEFA President Aleksander Ceferin and Concacaf President Victor Montagliani argue that FIFA could end the 2023-26 period with reserves of around $6 billion.

Their request follows the collapse of the controversial FIFA Forward Enterprise proposal, which would have created a company to manage commercial and ticketing rights for FIFA competitions. The plan was abandoned after opposition from national associations, despite Infantino previously suggesting members could receive major financial benefits by supporting it. Ceferin and Montagliani believe FIFA’s existing financial position raises questions over whether the private investment proposal was necessary to generate additional resources. They are also calling for an independent review of FIFA’s finances and have asked the other continental confederations to support their proposal. The dispute comes as pressure grows on FIFA to release documents surrounding the abandoned plan ahead of the next FIFA Council meeting on October 15.
